DPGs for Digital Public Infrastructure

Digital public infrastructure (DPI) — the secure, interoperable systems that power digital identity, payments, data exchange, registries, and trust services — is what lets countries deliver public services at population scale. Digital Public Goods (DPGs) are how countries build DPI without starting from scratch.

Every DPG here has been assessed against DPGA's DPI-specific technical criteria, and deployment data is independently verified wherever a primary source exists — each figure says which.

What it takes to be in this collection

Not every Digital Public Good is DPI. Inclusion here requires meeting three layers on top of DPG Standard recognition.

Layer 1 Recognised Digital Public Good

Already meets the DPG Standard — open licensing, SDG relevance, do-no-harm.

Layer 2 DPI Relevance

Core capabilities in at least one DPI domain, reusable across sectors, built for population scale.

Layer 3 DPI Architecture Alignment

Open specifications, modular building blocks, federated deployment, infrastructure-grade security.

General-purpose government software — a health records app, a learning platform, a single tax portal — can be a valuable DPG without being DPI. What earns a place in this collection is functioning as shared infrastructure that other systems build on.

The countries where DHIS2 is the national health information system have a combined population of 3.6 billion — that measures the territory the software runs in, not the number of people the system directly serves.     What this covers: rollout funding, not core support. Sovereign loans and IDA credits that pay for country deployment — not grants maintaining the software itself. It is not evidence that these DPGs are well resourced.

How we verify this data

A deployment is an instance of a DPG that performs a public function, runs at national scale or above a defined threshold, and has reached at least pilot stage. Figures tagged Verified are checked against primary sources — government records, central bank documentation, multilateral project documents — or corroborated across two independent ones. Figures tagged Steward-reported are recorded as the platform's maintainer supplies them, and labelled as such. Deployment counts are only meaningful alongside their scope and evidence threshold, so we publish both.

    Vital events registered in OpenCRVS feed TongaPass, the national identity layer — 107,000 people across 170 islands, replacing paper and a Microsoft Access database. Live at national scale since June 2025.
