Fund Multilateral Agencies' DPG-related initiatives
Provide funding to multilateral agencies to support their DPG-related work, including DPGs for DPI, to ensure that they have the knowledge, capacity, and incentives to effectively promote and support adoption of DPGs. Norad is providing funding to UNICEF, UNDP and the World Bank.

Contribute towards donor coordination around DPGs for DPI
Norad actively engages with other funders and other stakeholders to coordinate funding and engagement with DPGs for DPI,with the goal to mobilize more funding for DPGs for DPI in order to make DPGs for DPI more available for implementation. In 2024, we will continue our donor coordination activities together with Co-Develop, and the 50-in-5 campaign. These activities will also contribute towards Norad´s new portfolio strategy for our engagement with and funding for DPGs for DPI. The goal of the new portfolio strategy is to refine our approach and strategic engagement with DPGs for DPI and find a suitable niche for Norad as a funder in this ecosystem.

Norad provides direct funding for select DPGs, to make sure that they are sustainably funded, and accessible and reusable for government institutions and other relevant implementing organisations. Norad are currently funding USD 3 million to selected DPGs such as MOSIP, OpenCRVS , DHIS and the Global Digital Library. In 2024, Norad is developing a new portfolio strategy for our engagement with and funding for DPGs for DPI. The goal of the new portfolio strategy is to refine our approach and strategic engagement with DPGs for DPI and find a suitable niche for Norad as a funder in this ecosystem. Additionally, Norad will more actively engage with DPGs/DPG-related activities in the area of climate change and food security.

Development and maintenance of Norwegian DPGs
The Norwegian public sector develops solutions and projects that sometimes qualify directly as DPGs and other times can qualify through small adjustments. They are, however, not always known and are not always aware of the DPG nomination process. Through this activity, Norad makes the necessary connections and encourages other parts of the Norwegian public sector to develop and make available more DPGs. Solutions on the DPG registry that relate to this activity are for instance Met Norway API, an interface to a selection of meteorological data produced by MET Norway, as well as Altinn, the Norwegian government's digital portal for public services.

Explore DPGs for women’s empowerment and strengthening of human rights
This activity follows up on Norway's action plan on gender equality on how DPGs and DPIs are working to strengthen and empower women's rights. In this context, we will explore how Norad can work more concretely on DPGs, gender equality and human rights. This is also in line with Norways action plan for gender equality.

Develop a new portfolio strategy for DPGs for DPI at Norad in 2924
Norad is developing a new portfolio strategy for our engagement with and funding for DPGs for DPI. The goal of the new portfolio strategy is to refine our approach and strategic engagement with DPGs for DPI and find a suitable niche for Norad as a funder in this ecosystem. The aim is to finalize the strategy by 2024/2025.
Provide funding for the DPGA Secretariat
Norad will provide direct funding for the DPGA Secretariat to support an independent secretariat function for the DPGA, and engage with other funders to encourage sustainable funding for the Secretariat.

Engage with DPGs/DPG-related activities in the area of climate and environment
By the end of September 2024, Norad will launch an open policy for climate change, food security and nature related projects. The goal is to ensure that more Norad funded technology and open data projects are developed as DPGs. Norad will engage with DPG development around climate change, food security and nature within the topics of open data, open AI, and open technologies. This will be crucial catalysts for collaboration, innovation, and informed decision-making in addressing climate change – building resilience and preparing for climate mitigation in forest preservation, agriculture, and fisheries.
